Truthfully, I wish I could take credit for the insignia idea, but as a much younger Ulf, I'd seen this done a number of times to young Marines (at Camp Geiger) It was done as a rite of passage (by some) when they met their qualifications for marksmanship. Usually it was done to guys who had great difficulty accomplishing the requirements and always with generous applications of beer and other inebriates. Believe me, they wore and bore it with pride. Now the flag sounding came completely of my own devious imagination.
